Modern air conditioning can both cool and heat. In heating mode, a split AC system works as an air-to-air heat pump — moving heat rather than simply creating it with an electric element.
*Energy Saving Trust installer guidance states that heat pumps can produce around 2.5–4 units of heat for every unit of electricity used. Actual performance varies with the system, outdoor temperature, installation and operating conditions.
When heating, modern split air conditioning is a heat pump. Efficiency is commonly described using COP and SCOP. A COP of 4 means that, under the test conditions, 1 kWh of electricity provides about 4 kWh of heat. SCOP represents performance over a heating season.

No — not necessarily. The kW figure used to describe an AC system usually refers to its heating or cooling output capacity, not its electrical input. The exact model's manufacturer data gives its electrical input and efficiency.
Modern inverter systems can vary compressor output as the room approaches the set temperature. Electricity consumption therefore changes during operation rather than simply remaining at maximum input continuously.
